Changes to EPC Assessment from June 2025

From 15 June 2025, the methodology used to assess Energy Efficiency Performance Certificates (EPCs) will change with the introduction of the Reduced Data Standard Assessment Procedure (“RdSAP10”). This update aims to provide a more accurate assessment of the property’s energy efficiency by incorporating:

  • Detailed data on insulation and building fabric 
  • Smart heating controls
  • Low-energy lighting, such as LED 
  • Overall heating system efficiency 

A key change is that documentary evidence (e.g. invoices, receipts, or installation certificates) will now be required for any energy improvements claimed. Where such evidence is not available, the improvements may not be reflected in the EPC rating. 

Future EPC Requirements

The current legal minimum for rental properties is E - unless exempt. However, the Government has proposed raising the minimum EPC standard to C by 2028 for all new tenancies (and 2030 for all tenancies).

Although these proposals are not yet in force, landlords should:

  1. Review existing EPCs. If your property’s EPC is due to expire shortly, consider renewing it before the new system is implemented. EPCs obtained before the updated systems will still be valid for 10 years from the date of issue. 
  2. Undertake and document all energy improvements.

Consider any energy improvement works before the new changes come into force and keep documentary evidence (invoice and receipts) of any improvement works as these will be essential to be recognised under the updated assessment.
